- Holders of valid H-1B visas—travel in and out of the U.S. is still allowed.
- Those seeking H-1B extensions, amendments, or changes of employer while remaining inside the United States.
What Does the Proclamation Require?
- A $100,000 payment must accompany every new H-1B petition filed after September 21, 2025.
- Proof of payment is necessary at the U.S. consulate or port of entry; without it, visa issuance or entry into the country will be denied.
Are There Exceptions?
The proclamation allows for exceptions in the national interest. These may apply to certain individuals, employees of specific companies, or people working in designated industries. However, further details on eligibility or the application process for these waivers have not yet been released.
